Contract Negotiation

Goal Statement:

To maximize the collective strength of the BLC to obtain resources that can be provided readily to the BLC constituency.

Staff must be technologically astute in areas of network protocols, etc. Consortium members must be financially able to play in this arena to make the "clout" factor work
