In support of the Consortium's Contract Negotiation Goal, BLC staff and E-Resource Contacts, representatives from member institutions, leverage the combined buying power of BLC libraries to realize cost savings and beneficial terms in the purchase of electronic resources.
Product review process:
- The BLC office establishes product trials for all member libraries
- Member libraries or vendors may initiate the request for a consortial trial
- IP authentication or password authentication may be used
- E-Resource Contacts are given a deadline for indicating interest in products
- A response deadline is set when trial information is distributed
- The BLC office works with vendors on product pricing and licensing.
- E-Resource Contacts consulted regarding license terms
- Vendors may require institutional license agreements
- The BLC office provides centralized billing and contract maintenance
- Participating libraries sign subscription agreements, "sign-off sheets,"
with the BLC for all new subscriptions and renewals
- The BLC office distributes copies of consortial license agreements
- Some vendors bill member libraries directly
- If product was not purchased by a BLC deal, the institution is responsible for canceling. If the product is part of a BLC deal, the institution must contact the BLC office to cancel, please see license for terms and conditions for cancelling products.
